Mr Halle is the author of the March 29, 1986 piece in the New
York Times on the need to improve construction technology. He says that
the NYT article was butchered by an editor at the last minute. The
unedited version was published in a trade journal, and he said he would
send a copy of it. [House Journal] Apparently he has written, spoken,
and agitated on Capitol Hill on this subject.
Mr Halle is sceptical about computers, saying that ideas can only
come from humans. Apparently he has encountered many idiots who wish to
solve problems by throwing computers at them somehow. He is amenable to
the argument that once some research has been done, computers would be
needed. He speaks of the need for a Fermi or Oppenheimer of this field.
He seemed to think it would be nice if you (John McCarthy) would
write him a letter about your ideas on the subject. He would be glad to
send you more material.

Note as of August 14: more than a month has passed and Mr. Halle has not
sent the House Journal article. I imagine he would have to hear from you
first.
